Positive developments on the global disarmament agenda, including May’s successful review conference of the Nuclear Non-Proliferation Treaty (NPT), are cause for optimism that the goal of achieving a world free of nuclear weapons will be achieved, United Nations officials say.
The head of the International Atomic Energy Agency (IAEA) today welcomed the unanimous adoption at the end of the latest review of the Nuclear Non-Proliferation Treaty (NPT) of a document which, among other things, contains steps towards achieving a nuclear-free Middle East.
The review conference of the Nuclear Non-Proliferation Treaty (NPT) entered its second day today at United Nations Headquarters with speakers taking up issues ranging from the Middle East, Iran and the Democratic People’s Republic of Korea (DPRK) to practical measures towards disarmament and peaceful uses of nuclear technology.
Stepped-up cooperation from Iran is crucial to ensure that the United Nations International Atomic Energy Agency (IAEA) can verify that all nuclear material in the country is for peaceful purposes, the head of the watchdog said today.
Secretary-General Ban Ki-moon said an Iranian proposal on its nuclear programme presented today to the United Nations International Atomic Energy Agency (IAEA) will be assessed by all concerned parties and, if accepted, could serve as an important confidence-building measure and pave the way for a negotiated solution to the dispute.
The Chemical Weapons Convention, which entered into force on this date 13years ago, establishes far-reaching rights and obligations aimed at freeing the world of chemical weapons. Important advances have been made in achieving that great goal, for example, as of 31 March, the Organization for the Prohibition of Chemical Weapons (OPCW) has verified the destruction of 58 per cent of the world’s declared chemical weapons stockpiles. In addition, 89 per cent of all chemical weapons production facilities have been destroyed or converted to peaceful uses.
In January, the Secretary-General voiced optimism that next year will be a “historic year” for progress on disarmament and non-proliferation goals, vowing to press ahead with efforts to rid the world of weapons of mass destruction. “My hope is based, not on wishful thinking, but on real opportunities for concrete action” , he told this year’s first plenary session of the Conference on Disarmament, the world’s sole multilateral forum for disarmament negotiations, in Geneva.
There have been some encouraging new commitments made by the world’s nuclear powers, including the new Strategic Arms Reduction Treaty (START) reached by the United States and Russia, under which they pledged to cut back on their stockpiles by a third. The Secretary-General also pointed to progress made at both the high-level Washington Summit on Nuclear Security and the recent review conference of the Treaty on Non-Proliferation of Nuclear Weapons (NPT) held at the United Nations.
The Central African Republic and Trinidad and Tobago today ratified the United Nations-backed treaty that prohibits all nuclear tests, bringing the total number of countries bound by the global ban to 153. The Comprehensive Nuclear-Test-Ban Treaty (CTBT), which opened for signature in 1996, has been called “a fundamental building block for a world free of nuclear weapons,” by Secretary-General Ban Ki-moon.
The UN International Atomic Energy Agency has repeatedly stated that it cannot confirm that all Iran's nuclear material is for peaceful activities because the country has not provided the necessary cooperation. Mr. Ban, according to his spokesperson, Martin Nesirky, believes that enhanced openness is crucial in alleviating concerns over Iran’s nuclear programme, with the new deal possibly helping build confidence about its nuclear activities if also followed by broader engagement with the IAEA and with the international community.

It prepares political (оценки), research papers, compilations, (справочные материалы), briefs and (заявления) for the Secretary-General on the subject of conventional arms.
The Weapons of Mass Destruction Branch provides substantive support for the activities of the United Nations (в области) of weapons of mass destruction (nuclear, chemical and biological weapons), including the threat of use of weapons of mass destruction in terrorist acts, as well as (ракеты). The Branch follows closely all developments and trends with regard to weapons of mass destruction in all their aspects in order to keep the Secretary-General fully informed and to provide information to Member States and the international community. The Treaty on the Non-Proliferation of Nuclear Weapons (NPT) is a landmark (многостороннее соглашение) whose objective is to prevent the spread of nuclear weapons and weapons technology, to (содействовать) cooperation in the (мирное использование атомной энергии) and to further the goal of (достижение ядерного разоружения) and general and complete disarmament. The Treaty represents the only binding (приверженность) by the nuclear-weapon States at the multilateral level to the goal of nuclear disarmament. Opened for signature on 1 July 1968, the Treaty (вступить в силу) on 5 March 1970. A total of 188 States have joined the Treaty, including the five nuclear-weapon States. More countries have ratified the NPT than any other (соглашение по ограничению вооружений и разоружению), a testament to the Treaty's significance.
The Comprehensive Nuclear-Test-Ban Treaty (CTBT) bans all nuclear explosions, (в военных и мирных целях). After three years of negotiations in the Conference on Disarmament (CD), the CTBT was adopted on 10 September 1996 by the United Nations General Assembly and opened (для подписания) on 24 September 1996. The CTBT will (вступить в силу) 180 days after it has been ratified by the 44 States that are identified in Annex II to the Treaty and that possess nuclear power or research reactors.
The international community has long been (обеспокоенный) by the (накопление), proliferation, (техническое усовершенствование) and threat and use of ballistic and other types of missiles. In response, States have pursued various (односторонний), bilateral and multilateral measures. Nonetheless, there is no universally accepted norm or instrument specifically governing the development, testing, production, acquisition, (передача), (развертывание) or use of missiles. By its resolution 55/33 A of 20 November 2000, entitled "Missiles", the General Assembly requested the Secretary-General, with the assistance of a Panel of Governmental Experts, to prepare a report for the (рассмотрение) of the General Assembly at its 57th session on the issue of missiles in all its aspects.
